The deadline is Monday. Stuttgart is east of Rouen, so it should start first. Stuttgart is 2 hours ahead of GMT. Therefore, assuming the first match does not start before 10:00 a.m. local time, the deadline is 8:00 a.m. GMT, 4:00 a.m. US eastern time, and 1:00 a.m. US pacific time.

(I did check last night to make sure that the tournaments didn't start on Sunday. The WTA tournaments sometimes surprise me that way.)

Only sort-of. Since it is a 32 player draw, the Round of 64 does not exist. The points for the other round remain as listed.

Madrid says that it starts on Tuesday, which is a good thing since I don't think Stuttgart will be done before Monday.

Madrid is in GMT+1. The first matches start at 11:00 a.m. Tuesday. So the trade deadline is 10:00 a.m. GMT Tuesday, or 5:00 a.m. US eastern time.
