WildCards are usually given to whoever the tournament wants to give them to - sometimes big names, sometimes local players, sometimes older players hanging on - sometimes even friends or clients of the tournament administrators...
From the looks of this situation, Jarry probably would have gotten a WildCard to the main draw, but they saw he was in a position for a Special Exempt, so they saved the WC for someone else.
They can give a WC to anyone... but they can only give a SE to someone under specific circumstances.

So that worked out well for the tournament then. They got two players in spots when regularly they would have only been able to get one.
